Amendment to CCS (Leave) Rules, 1972


The Department of Personnel and Training (DOPT) has amended the CCS (Leave) Rules vide Notification dated 29.03.2012.  as per the new amendment, the Government Servants cannot be granted any kind of leave for a continuous period more than 5 years.  It has been further laid down that any government servant if absent from duty for more than 5 years continuously with or without leave (other than on foreign service), they shall be deemed to have resigned from their post.

GSR…….(E) …. In exercise of the powers conferred by the proviso to article 309 read with clause (5) of article 148 of the Constitution and after consultation with the Comptroller and Auditor General of India in relation to the persons serving in the Indian Audit and Accounts Department, the President hereby makes the following rules further to amend the Central Civil Services (Leave) Rules, 1972, namely:-

I. (i) These rules may be called the Central Civil Services (Leave) (Amendment) Rules, 2012.
   (ii) They shall come into force on the date of theìr publication in the Official Gazette.

2. In the Central Civil Services (Leave) Rules, 1972, for rule 12, the following rule shall be substituted, namely:-
“12.(I) No Government Servant shall be granted leave of any kind for a continuous period exceeding five years.

       (2) Unless the President, in view of the exceptional circumstances of the case, otherwise determines,  a Government servant who remains absent from duty for a continuous period exceeding five years other than on foreign service, with or without leave, shall be deemed to have resigned from the Government service :
Provided that a reasonable opportunity to explain the reasons for such absence shall be given to that Government servant before provisions of sub-rule (2) are invoked”.

Holiday on 14th April for Dr.B.R. Ambedkar’s Birthday

The Government has  decided to declare the saturday, the 14th April 2012, as a Closed Holiday on account of the birthday of Dr. B.R. Ambedkar, for all Central Government Offices including Industrial Establishments throughout India.

Model request letter for grant of one increment in the pre-revised pay scale based on latest orders of the Government

Government servants are aware that the  Ministry of Finance has already issued orders for grant of one increment in the pre-revised pay scale to nullify the anomaly in respect of central government employees who were in receipt of pre-revised increment between February 2006 to June 2006.

A model requesting the concerned head of Office for grant of one increment and drawal of arrears is published below for ready use by the officers/officials

Kind reference is invited to the Ministry of Finance, Department of Expenditure O.M.No.10/02/2011- E.III/A dated 19th March, 2012 wherein all the central government employees who were due to get their annual increment between February to June during 2006 were granted one increment on 1.1.2006 in the pre-revised pay scale as a one time measure and there after next increment in the revised pay structure on 1.7.2006 as per Rule 10 of CCS(RP) Rules, 2008 (Copy enclosed for ready reference).

I wish to submit  that my increment in pre revised pay scale  was on __________ and hence, in terms of the above Office Memorandum, I am eligible for one additional increment in pre-revised pay scale as a one time measure and also eligible for  next increment in the revised pay structure on 1.7.2006 as per Rule 10 of CCS(RP) Rules, 2008.

In view of above submission,  I request that  one additional increment may kindly be granted and my pay may please be fixed  as stipulated in above O.M. and that the arrears of pay and allowance may kindly be drawn and paid to me at an early date.

Interest rates on small savings revised w.e.f. 01/04/2012


The Finance Ministry (Budget Division) has issued an Office Memorandum O.M.No: 6-1/2011-NS.II (Pt) dated 26.03.2012 for revision of Interest Rates for various small saving schemes operated mainly through post offices and PPF.

Based on the recommendations of Shyamala Gopinath Committee for comprehensive review of National Small Savings Fund (NSSF), Government had earlier taken the decision that interest rates of various small savings shall be reviewed every financial year and revsions in the same to be notified before 1st of April of that year.

Accordingly the present revision in the interest rates of various small saving scheme has been made.  The following table provides the revision made:

GS Visited Postal Directorate on 22/03/2012

Today, GS along with Shri Ajit Kumar ASP (PMU)  met with the various DDGs and other concerned officers in the Postal Directorate. The following issues were discussed with them. The present status in respect of the issues is furnished below.

1. Up-gradation of GP of IP from Rs. 4200/- to Rs. 4600/-.

File is still under process in the Postal Directorate in a positive manner and the same is likely to be sent to the MOFshortly.

2. Holding of supplementary DPC for promotion to PS Gr. B for the year 2011.

 ACRs of few officers are required and result of supplementary DPC is likely to be completed within a couple of months.

3. Holding of DPC to PS Gr. B for the year 2012.

ACRs are yet to be called for from Circles. This will be done after issue of result of supplementary DPC to PS Gr. B for the year 2011.

4. Holding of DPC for the promotion to JTS, Group A.

The required information has already been provided to UPSC.

5. Declaration of result of IP examination 2011.

File is still with the Secretary (Posts) for decision in respect of PM Grade-I officials. After clearance of the file, result will be announced shortly.

          Reminders in other pending issues were given to the Postal Directorate. Gist of these letters will also be published in the blog shortly.

Interest rates on advances taken for purchase of conveyances during 2011-12

          The Government of India has announced the interest rates applicable on advances taken for purchase of conveyances during 2011-12. The applicable rates of interest are:-

1. Advance for purchase of conveyance other than Motor Car         -  9% per annum
    (Viz Motor cycle, scooter etc.,)
2. Advance for purchase of Motor car                                           -  11.5% per annum                   

Orders issued for grant of one time increment in the pre revised pay scale for the employees whose increment was due from February 2006 to June 2006

The much awaited order for grant of one increment in the pre-revised pay scale for those who were due for their annual increment between February to June during 2006 has been issued by Finance Ministry today.
The Office memorandum No: 10/02/2011-E.III/A dated 19.03.2012 issued in this regard by Finance Ministry says that in relaxation of stipulation under  Rule 10 of CCS (Revised Pay) Rules, 2008, those central government employees who were due to get their  annual increment between February to June during 2006 may be granted one increment  on 1.1 .2006 in the pre-revised pay scale as a one time measure and there after will get the next increment in the revised pay structure on 1.7.2006 as per rule 10 of CCS(RP) Rules, 2008.  The order also says that the pay of the eligible employees may be re-fixed accordingly.

Government increases GPF, CPF interest rate to 8.6% from 01/12/2011

Government of India has increased the interest rate on GPF, CPF from 8% to 8.6% w.e.f. 01/12/2011. The GPF, CPF accumulations will earn an interest of 8% from 1.4.2011 to 30/11/2011 and 8.6% from 01/12/2011.

CS writes to CPMG to impart technology training to IPs/ASPs, supply laptops to IPs/ASPs & on PLI/RPLI decentralisation issues

The CS today addressed to letters to CPMG requesting to impart technology training to all IPs/ASPs irrespective of their posting in Sub Divisions or DOs/ROs/CO. The CPMG was also requested to supply laptops to all IPs/ASPs other than working in Sub Divisions as IPs/ASPs of Sub Divisions were already provided with laptops.

The CS also addressed CPMG to provide separate establishment for PLI/RPLI work in Divisional Offices, payment of incentive to IPs/ASPs for scrutiny of new PLI/RPLI proposals instead of payment of honorarium, to get the maturity, loan claims verified by an Accounts Officer or Divisional Accountant instead of IPs/ASPs working in Divisional Offices.

Amendments to the Constitution of Association of IPs & ASPs

The All India Conference at Bengaluru held on 28th and 29th Jan 2012, passed two resolutions for amendments to the constitution of All India Association of Inspectors and Assistant Superintendents Posts. The GS submitted the resolutions to the DG, Posts for approving the amendments proposed in the constitution.

GS Visited Directorate on 29/02/2012

All India General Secretary of our association visited Directorate on 29/02/2012 along with former GS Shri Roop Chand and met Member (P), various DDGs and other concerned officers. The following issues were discussed with them. The present status in respect of the issues is furnished below for the information of all  members.


 1.   Up-gradation of GP of IP from Rs. 4200/- to Rs. 4600/-.

File relating to implementation of Hon. CAT Ernakulam Bench judgement dated 19/10/2011 is still under examination in view of our letter dated 22/2/2012. File is likely to be sent to Ministry of Finance shortly.

2.   Restructuring of Inspectors Posts Cadre.

Next Meeting of the committee constituted to look into promotional prospects of IPOs/ASPs is likely to be convened by the Department in near future in view of decision of AIC conveyed to the Member (P) on 22/2/2012.

3.   Holding of supplementary DPC for promotion to PS Gr. B for the year 2011.

Decision has been taken by the Department to hold supplementary DPC. This process is likely to be completed within next 3-4 months. 

    4.   Holding of DPC for the promotion to JTS, Group A.

File is under process, which is likely to be completed within 2-3 months.

5.   Declaration of result of IP examination 2011.

Marksheet from CMC has been received by the Department which is under scrutiny. After scrutiny the result will be declared shortly.  

6.   Revision of rates of remuneration for performing duty as Invigilator in the examination.  

File is still pending with Internal Finance.

7.   Re-allotment of surplus IPs to their Home Circles.

The issue is not under consideration at Directorate. Surplus IPs can go to their Home Circle only after relieving by the concerned circle in which they are working. 

Local Body Meeting held at Hyderabad on 27/02/2012

            A local body meeting was held in Hyderabad on 27/02/2012 and the available members from Hyderabad City Region and Hyderabad Region attended the meeting. The available newly elected office bearers introduced themselves to the members and appraised them of the meeting with CPMG and their future course of action. Shri S.Shabbir, our former Circle Secretary was felicitated in the meeting for his remarkable service as Circle Secretary all these years.

 The association gave representations to the CPMG, The CPMG positively responded to our requests and agreed to arrange to issue orders positively on the issues raised by us.

 The association also requested CPMG informally to give staff for PLI/RPLI to the Divisions as decentralization of PLI/RPLI to the extent of 80% to the divisions is creating of lot of work pressure on the existing staff. The association also requested CPMG to grant incentive instead of honorarium which is limited to Rs 4000/- p.a. including all other items of work like working as IO, PO etc., The CPMG asked us to give a proposal on this item to take it up with Directorate.

 The association proposes to give a letter to the CPMG very shortly on the issues concerning PLI/RPLI as above.

Resolutions approved by the General Body during 39th Biennial Conference at Kurnool

          The General body of the association authorized the constitution of “Resolutions committee” on 19/02/2012 to draft resolutions to be approved based on the deliberations made during the subject matters’ discussion. The “Resolutions committee” has submitted the resolutions before the General body and the General body unanimously carried the following resolutions on 19/02/2012.

1.  Implement Hon’ble CAT, Ernakulam Bench judgement on upgradation of Grade pay of Inspectors Posts in toto and if necessary, request Shri Permanand, through the CHQ, to file an execution petition for execution of orders of Hon’ble CAT by the respondents. To request CHQ to support Shri Permanand in this matter.

2.    Fill up the posts of Inspectors Posts in the Division on adhoc basis by calling for applications following the prescribed provisions in force.

3. Adopt a uniform procedure for production of food bills across the state.

4. Confer Gazette status to all Inspectors Posts on par with Assistant Posts.

5.  Request CHQ to send a delegation to meet Mr. Kapil Sibal, Hon’ble MoCIT and also Mr. Sachin Pilot, Hon’ble MoSCIT and request them to arrange to implement the judgement of Hon’ble CAT, Ernakulam bench on upgradation of Grade Pay of IPs.

6.  Abolish the system of mobilization of funds through donation coupons for conducting biennial circle conference. Instead of this, the members are requested to contribute a minimum of Rs 1000/- for the circle conference.

7. Restructuring IP/ASP cadre:-

i.)          Creation of separate Investigation team for each Division (Comprising a minimum of 1 ASP & 1 IP alongwith required number of PAs)
ii.)          Creation of separate Divisional level BD team with 2 IPs.
iii.)        Creation of separate team of IPs for Inspections

8. Maintainenance of extended panel for PS Gr’B’ promotions

9. Provide suitable departmental or rented accommodation for Sub Divisional Office alongwith proper infrastructure and equipments such as Chairs, Tables, Air Coolers etc.,

10. Remove submission of Confidential report form for RPLI proposals by Sub Divisional heads on par with PLI Field Officers/ Direct agents.

11. Provide clerical assistance to the Sub Divisional heads as provided by the CPMG, Rajasthan.

12. Remove ceiling of Rs 4000/- per year in granting honorarium for processing RPLI policies to ASP(Hqrs)/ASP (R).

13.   Remove ceiling of Rs 4000/- per year for dealing with Rule-14/ Rule-16 cases to IO/PO.

14. Provide justified Supervisory/ Accounts/ PA in connection with dealing of PLI/ RPLI work at Divisional Office after decentralisation.

15. Delink promotion earned by the official through Departmental examination in counting MACP promotion.

16. Maintain more transparency in regional allotments and communicate to the official his serial number of the request register.

17. Curtail abnormal delay in implementation of the orders of transfer/ promotion.

18. Political leaders not to be invited for our circle biennial conferences hereafter.
