Pay commission report & suggestions.

  Rough Draft on pay commission prepared by association was sent to all the RRs and office bearers through e-mail. Hence office bearers and members of the association are requested to send suggestions on the 7th pay commission through RRs/Office bearers or ipaspap@gmail.com. Consolidated report from AP circle to GS is due.  Hence it is requested to act early.

Letter to CPMG on Problems of IP/ASPs in AP circle.

Subject: - Request for settlement of IP/ASPs problems –reg.

The following issues are brought to the association by the members.  The      Chief PMG is requested to issue instructions to the concerned for                                 settlement             
 of problems.
1.   
S  Supply of brief cases to IP/ASPs in AP Circle:  Brief cases are not supplied due to non-circulation of Dte orders issued in the year-2012 as a result of which facility is denied to IP cadre staff.  A copy of Dte .letter no.F.No. 15-1/2011-GA dated 26.10.2012 is enclosed. Circle Office is requested take action for circulation to all the ROs/Units in the Circle.
2.    Requests of IP/ASPs for transfer to their native regions: Requests of IP/ASPs are being forwarded to circle office by the Regional offices.  Some Regional offices are not forwarding request applications to CO on the pretext that shortage of staff.  As a result of which junior IPs/ASPs are getting chance of re-allotment and seniors are ignored.  There were instructions from CO earlier to send re-allotment applications directly to CO for registration. Hence the CPMG is requested to issue instructions on the subject since members of association are frequently approaching the association.
3.    Provision of invertors to sub divisional offices where offices located away from post office: It is brought to the notice of the association that there is frequent power cut in the state.  Generally sub divisional IPs/ASPs work late hours at nights in c/w inspection, NREGS,SSP, BD, 100% verification of BOs/SOs work etc. Hence, the CPMG is requested to supply invertors to sub divisional offices to improve efficiency.  Further it is requested to issue instructions to ROs/Dos to make arrangements to provide connection from post office UPS to sub divisional offices where they are located in post offices.
4.    Delay in payment o PLI/RPLI incentives and IO/PO honorarium to IPs/ASPs:  Circle Office Is requested to issue instructions to ROs for taking early action to clear long pending incentive bills.

Subject : Merger of ASP cadre in to PS Gr. B cadre – Proposal regarding.

Sir,
          Kindly refer to your letter No. GS/AIAIASP/Merger ASP/2013 dated 20.11.2013 and 21.04.2014 on the subject mentioned above.

2.       In this regard, this is to inform that the proposal submitted by your Association has been examined in detail with the following observations:

(i)          It was intimated in the proposal that there is a matching saving for the proposal as there would be an additional expenditure of Rs. 66,86,100/- per annum against the saving of Rs. 69,25,100/- per annum. This means a net saving of Rs. 2,39,700/- per annum. However, while this may be true in the long run, at present there would be no matching saving, as pay will have to be protected for the 679 ASPs till they get promoted to PS Gr. B Grade, while additional expenditure of Rs. 66,86,100/- would start immediately Savings will start accruing only after the 679 ASPs working on the ASP posts downgraded to IPs get promoted to PS Gr. B Grade which will take a very long time. Thus, it is not correct to say that the case has matching savings.

(ii)         The proposed down gradation of 679 ASPs (Sub Division) to IP (Sub Division) would create technical problems as ASPs cannot be posted on IPs Posts. Otherwise, they would have to be reverted which is not permissible. The proposal, thus, would only be beneficial for the senior 1311 ASPs and at the same time detrimental to the remaining 679 ASPs who may suffer reversion. Further, on upgradation of the ASPs Posts to PS Gr. B there would be two or more Gr. B officers in Gr. B Divisions. Then, there would be a problem / issue of reporting and also that who amongst them would head the Division.  This would ultimately create complicated situation and may not, thus, be administratively viable.

(Note :- the number of ASP Sub Divisions has been ascertained from the Circles and the matching savings have been re-calculated on the basis of information received from the Circles)

3.       Therefore, it is requested to furnish your comments / clarifications on the above mentioned observations for further examination of the proposal at the earliest.

Questionnaire on CBS.

Subject: Supplementary Inspection Questionnaire of HO / SO and BO relating t0 CBS.

Department of Posts has launched Core Banking Solution (CBS) in several Post Offices across the country as part of IT induction programme. The application is presently working satisfactorily in nearly 300 HOs / SOS and will be expanded further in due course of time.
2. Inspection Division in support with FS Division has developed a supplementary set of questionnaire on CBS to monitor its performance for proper implementation. The copy of the questionnaire is enclosed. This set of questions is supplementary to existing Inspection Questionnaire of HO / SO / BO. It is reiterated that these questions are in addition to existing questions laid down in the present questionnaire.

3. 4Circles are requested to circulate the questionnaire to its subordinate units for using the same While inspecting the units Where CBS has been rolled out. It is also requested that Circle may forward suggestions / recommendations to further improve the questionnaire.
4. Receipt of this letter may be acknowledged.

See reconciliation report provided by Infosys at the time of migration is available? Whether Copy ofthe same has been provided to SBCO and Divisional Head? Examine exception report if any given by Infosys at the time of migration and suggest remedial action.
See as to whether, Manual Records have been migrated to CBS / Finacle Application? lf no, make a note of it and take remedial action. Have all Signatures (Digitized & Manual) been migrated to CBS / Finacle Application? See signatures of at least 10 accounts in Finacle CBS Application.
4. Talk to the Concerned Staff and See if any issue observed with the migrated data. This section is related to the smoothness of the daily operations and support being provided to Post Office.
Whether staff working has been adequately trained in operating Finacle CBS. Any Suggestions for improvements?
 Whether supervisory staff is regularly verifying pending transactions during Whether job Aids are available on the desktop of all Counters? lf not, take remedial action to get from FSl Vendor and install the same. Whether process documents circulated by Directorate are available in soft or hard copy with Counter Pas and Supervisors? lf not, ensure that the same is made available. Whether Post Office staff is aware of the Infosys Help Desk number and mail iD'? How many important issues are pending for soiution? Ensure that post office staff is raising only genuine issues and mentioning their names, designation and Mobile number While raising issues through e-mail.
Hand Holding support team:
What is the feedback on the support provided by Infosys Hand holding/support? Any Suggestions for improvements? Whether Postmaster is taking print out of office accounts ledgers and cross verifying transactions with LOT on daily bases? lf not, direct Postmaster to do it on daily basis and ensure compliance.
Physically verify Certificates stock with stock available in Finacle CBS Application and record results.
Physically verify stock of blank POSB Cheque Books with Finacle CBS Application and record results.
Verify physical cash with one or two counters with his/their Teller Cash account in Flnacle and record results.
Educate staff Whether all active MPKBY/PRSS Agents have been given training for operating Agents Portal? Whether Agent Portal is functioning properly? See some of the agent lists Created by agents through Portal and Check results through Finaole CBS Application. See Consolldatlons of all schemes for 4 working days and verify with total of all LOTS available in the Post Office.
13.Whether ATl\/l is installed in the Post Office premises? lf so is it working?
14. Number of instant ATM Cards/Welcome Kits lying in stock?
15. Collect some Passbooks from the counter and verify balance available in Finacle
CBS by using menu HACLl. Record results.
16.Whether New Account opening Forms and CBS passbooks are available in sufficient numbers? lf no, take remedial action to ensure adequate supply.
17. Whether SS Book is being maintained to paste Specimen Signatures of newly opened Savings accounts? if not, get the same started in your presence.
18.Whether new Account Opening Forms (AOF) and KYC documents are being sent to CPC on daily basis and bundles received back from CPC are being preserved securely?
19. If any pending AOFS rejected by CPC are lying in the office for rectification?
20.Check pending N04 (a) against which NSCs are still not issued in Finacle CBS Application and ensure that NSCs have been delivered tc the customers. lf adequate stock is not available, take action to make stock available in the Post Office.
21.Ensure that no undelivered NSCs are lying in the office.
22.Have a discussion with the staff and list out major issues pending with the Helpdesk of Infosys and send to Circle SPOC for taking up further.
23.8ee pending tickets on the part of post office where solution has been provided but tickets are pending for Closure on the part of Post Office.
24.Whether SBCO is tailying 100% Vouchers with LOTS and writing objections in  Memo Pad for manual Corrections in LOT and Consolidation? How many memo Pads are pending foreoiosure?

2. Sri S.Prasad Rao ASP (PG-RTI) CO was given adhoc promotion for a period of 45 days against leave vacancy of Sri TVV Satyanarayana AD (LC&PG) % the CPMG Hyderabad under office arrangement.

It is learnt that process is under way in r/o filling up of vacant group "B" posts on adhoc basis in the Circle.

Respected Madam,  

Kindly refer to this Associations letter of even number dated 30/4/2014 vide which it was requested to call immediate meeting with the members of this Association for discussion of cadre restructuring of Inspector Posts cadre, but till date nothing is heard from Directorate.

This Association would like to bring to your kind notice that cadre restructuring of Group ‘C’ cadre has been finalised by Department on 28th April 2014 under the chairmanship of Shri V. P. Singh, DDG (P). As you know that second cadre review case of Inspectors and ASPs is pending since long in the files of Directorate. The recommendation of second cadre review committee that gave its report in the year 1990 has not been executed till now. Today DOP is the only organization where career progression Scheme for Inspector Posts stand relegated to back seat.

            IP/ASP Association many-a-times brought to the notice of the Department about the stagnation being faced in the cadre of IPs/ASPs and the long span of service running up to 24 to 25 years which IP/ASP have to put in, before getting promotion to PS Gr. B cadre. However, it was assured by the officers that this will be looked into at the time of cadre restructuring of Inspector Posts cadre.

            It is therefore once again requested your kind honour to kindly call immediate meetings (before your retirement) with the members of this Association for the discussion of cadre restructuring of Inspector Posts cadre and finalisation thereof as has been done for other cadres.

Improvements to CCC software - Auto closure.



A new feature has been provided in the CCC soft ware called AUTO CLOSURE FACILITY. The auto-closure will be available from 15/05/14.

At present, the Customer Care Centres have to login to the CCC software and then check every case and provide suitable reply with reference to available information.There are many types of complaints, like NON DELIVERY OF ARTICLES, NON PAYMENT OF EMOS etc. can be settled using the data which is already available in the system. As delivery information is available in the central server, for such complaints the CCC software has been modified to search Registered Net, Parcel Net, Speed Net and eMO data base for the delivery/payment information, fetch that information from the respective servers, update in the CCC software and then automatically close the complaints. The whole exercise will be done daily once at 6.00 AM. Therefore the complaints pertaining to NON DELIVERY OF ARTICLES and NON PAYMENT OF EMOS will get closed automatically without the intervention of Customer Care Centres.
